Primary purpose:   

Ensures implementation of program requirements. Gathers, interprets, and analyzes information and data to develop actionable steps. Collaborates with partners and clients (such as Centers for Medicare and Medicaid Services [CMS]) and relevant team members to coordinate, plan, and implement quality healthcare programs. Researches program goals and manages program scope.  Creates written materials in support of contract deliverables. 


A successful candidate will do the following: 

• Gather, analyze, and document detailed business requirements for system implementations and process improvements. 

• Create functional specifications, process flows, and system documentation.

• Manage requirements traceability throughout project lifecycle. 

• Administer project according to stated goals and objectives (such as the Statement of Work and Schedule of Deliverables). 

• Serve as subject-matter expert for CMS reporting requirements across the organization and develop a trusted-advisor relationship with partners, clients, and team members. 

• Suggest process improvements and identify areas with potential for expansion of work. 

• Present findings and recommendations to senior leadership and board committees. 

• Lead and guide junior analysts to develop skills and complete tasks.  

• Articulate risks and recommend mitigations. 

• Log issues and coordinate with project team members to resolve issues within defined timelines. 


Requirements
 • Bachelor's degree or equivalent work experience in Health Informatics, Business Administration, Information Technology, Engineering , or related field 

• A minimum of six (6) years of experience as a Business Analyst 

• Understanding of Quality-of-Care programs (specifically CMS Hospital Quality Reporting) and third-party intermediary participation in that program

• Proficiency managing user stories, bugs, and project workflows in Jira

• Ability to understand technical system requirements

• Experience with user-acceptance or quality-assurance testing 

• Understanding of Agile frameworks

• Strong analytical and problem-solving skills with excellent attention to detail 

• Excellent written and verbal communication skills; ability to communicate complex technical concepts to diverse audiences 

• Collaborative mindset and strong interpersonal skills 

• Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Outlook, and SharePoint) 

• Ability to successfully complete a Position of Public Trust Level 5 background investigation


Preferred qualifications: 

• Nine (9) or more years of experience in a project setting within public health or the healthcare industry 

• Three (3) or more years of experience in a leadership or management role 

• Experience in a hospital or health-system environment
