The Human Resources Manager at QE Solar serves as an operational HR leader, acting as a liaison between managers, employees, and the HR department. This role is responsible for advancing organizational effectiveness, managing employee relations issues, ensuring multi-state compliance, enhancing HR processes, and driving employee engagement and performance initiatives. The HR Manager oversees compliance, benefits administration, HRIS optimization, and policy development to support the company’s growth and operational excellence.

 

Strategic HR Partnership

            Provide consultative guidance on HR policies, best practices, and employee relations.

            Support organizational effectiveness, performance management, and talent development initiatives.

Analyze HR metrics to inform and support strategic decision-making.

            Support Merger & Acquisition activity and manage integration projects

 

HR Systems & Process Design

            Partner with leadership to create and design new HRIS through upcoming changeover and implementation project. Together create and maintain project updates, policies, workflows, and optimization to improve efficiency and reporting.

            Collaborate with vendors to ensure HR systems support compliance and operational needs.

            Coordinate employee recognition initiatives and morale-building events.

            Promote workplace well-being, inclusion, and positive culture.

            Human Resources laws, regulations, policies, and procedures — Deep understanding of HR policies, procedures, programs, and best practices, along with federal, state, and local employment laws (e.g., FLSA, FMLA, ADA, Title VII, NLRA).

            Payroll laws and regulations — Comprehensive knowledge of multi-state payroll requirements, wage and hour laws, tax withholdings, and compliance standards. IRA and Davis-Bacon Act Prevailing Wage will be a component of the knowledge needed or developed for this role.

            Benefits administration — Familiarity with health, retirement, and wellness benefits, including ACA, COBRA, HIPAA, ERISA, and related compliance requirements.

            HR systems and technology — Proficient in HRIS platforms, applicant tracking systems, performance management tools, and reporting dashboards.

            Compliance management — Strong working knowledge of audit processes, risk assessments, and state-specific regulatory requirements.

            Organizational development — Understanding of talent management, succession planning, and employee development strategies.

            Labor relations — Awareness of collective bargaining agreements and union-related processes (if applicable).

            Customer service — Ability to respond to employee inquiries with professionalism, empathy, and discretion.

            Analytical skills — Ability to interpret HR data, identify trends, assess program effectiveness, and recommend strategic solutions.

            Teamwork and collaboration — Skilled at working with cross-functional teams, including business leaders, finance, and IT.

            Adaptability — Comfortable managing shifting priorities and deadlines in a dynamic environment.

            Problem-solving — Adept at diagnosing complex employee relations or compliance challenges and implementing effective solutions.

            Administrative excellence — Proficient in accurate record-keeping, scheduling, and documentation management.

 

Policy & Program Development

            Propose policy updates, additions, or changes to align with evolving regulations and organizational needs.

            Partner with HR systems vendor to update, review, and roll out the managed employee handbook.

            Create and implement on-call programs and shifted schedule guidelines.

            Develop 10x4 schedule program guidelines and related system requirements.

            Design and implement a 30-60-90 new hire performance management program.

            Manage annual performance management cycle

Employee Relations & Compliance

            Serve as the main point of contact for employee relations issues, workplace investigations, disputes, and grievances.

            Advise managers on HR policy interpretation, employee relations matters, and documentation practices.

            Lead pre-termination planning, attend termination calls, and facilitate amicable separations.

            Conduct and refine exit surveys and interviews, identifying trends for escalation and resolution.

            Ensure legal compliance with federal, state, and local labor laws, including ACA, ERISA, and other applicable regulations.

            Monitor HR audits, risk assessments, and corrective action plans.

            Act as Subject Matter Expert (SME) for compliance and state-specific guidelines.

            Oversee annual compliance reporting and supervise HR Generalist on monthly and annual multi-state submissions.

Compensation, Benefits, & Recognition

            Provide oversight to health, retirement, and wellness benefit programs.

            Technology proficiency — Skilled in Microsoft Office Suite, HRIS, payroll systems, and collaboration tools such as Teams or Slack.

            Project management — Ability to design, implement, and manage HR programs from concept to completion.

            Attention to detail — Ensure accuracy and compliance in data entry, reporting, and documentation.

            Organizational skills — Manage multiple tasks, projects, and competing priorities while meeting deadlines.

            Communication skills — Strong written and verbal communication skills; able to present HR concepts clearly to all levels of the organization.

            Decision-making — Ability to make sound, timely decisions based on data, legal considerations, and organizational impact.

            Discretion and confidentiality — Handle sensitive employee information with the highest level of integrity and confidentiality.

            Influence and leadership — Ability to guide and coach managers, resolve conflicts, and foster positive employee relations.

Bachelor’s degree

Bachelor’s degree in Human Resources, Business Administration or related field.

7-10 years HR experience

7-10 years HR experience with solid background in talent acquisition, HRIS data management, HR project management, and HR generalist duties preferred. Managerial experience 1-3 years preferred.

 

HRIS implementation experience is highly preferred, as this role will play a heavy support to an upcoming HRIS changeover.
