The Opportunity

WSDOT Division of Accounting and Financial Services (AFS) is seeking to fill a procurement and supply specialist vacancy located in Olympia, WA. In this role, you will be responsible and accountable for procurement and supply management functions involving the order, receipt, storage, issue, transfer, and disposal of over $60 million worth of materials and property annually in accordance with state laws and requirements. This position will also provide leadership, direction, and education to 800 maintenance and field personnel on property accountability and lean supply chain management of $26 million in consumable inventory located at over 650 locations statewide. The Procurement and Supply Specialist 3 will provide statistical analysis to WSDOT executives and managers for three statewide physical inventories conducted each biennium. Our top candidate must use expert judgement and be knowledgeable in the asset management full life cycle from purchase to disposal.


What to Expect

The position interacts with Executives and managers in the regions, headquarters, and ferries; over 200 inventory system users throughout WSDOT, information technology support staff, accounting, procurement, supply managers in WSDOT and in supporting agencies to include DES and OFM, and contractors and business representatives. 


Among the varied range of responsibilities held within this role, the Procurement & Supply Specialist 3 will:

  • Maintain a computerized system of consumable inventory assets.
  • Handle complex, multidimensional procurement and supply management analyses requiring a high level of originality and independent judgment.
  • Assist procurement and supply specialists and maintenance personnel statewide in applying life cycle management techniques.
  • Perform market analysis and customer needs assessments to identify new contracting opportunities.
  • Modify and adapt purchasing and supply management procedures and processes such as developing specifications and defining or modifying performance standards.
  • Conduct independent analysis of the procurement and consumable inventory system utilization, workflow processes, and system design to eliminate duplication, improve data accuracy, and assure optimum management of consumable inventory.
  • Determine supply management priorities and methods for management of consumable supplies and materials within budget and resource allocations.
  • Monitor consumable inventory activity department-wide to ensure appropriate supply management practices are followed and accurate financial accountability is established.
  • Develop and manage an effective training curriculum for consumable inventory.
  • Conduct analysis of agency customer service and initiate corrective action to meet changing needs.


Qualifications

To be considered for this opportunity, the following are required:

  • Inventory and Asset Management Expertise: Demonstrated comprehensive knowledge of inventory management, asset lifecycle processes, and supply chain principles to ensure efficient operations and resource utilization.
  • Enterprise System Proficiency: Skills to effectively utilize enterprise financial systems, inventory management platforms, databases, and reporting tools to manage procurement, monitor inventory, and analyze data for informed decision-making.
  • Lean and Continuous Improvement Application: Ability to apply lean principles and continuous improvement methodologies within procurement and supply chain operations to reduce costs, strengthen supplier relationships, and proactively manage risks.
  • Analytical Problem-Solving: Ability to employ strong analytical skills to evaluate complex procurement and supply chain challenges and implement effective solutions.
  • Data Reporting and Specification Development: Skills to develop detailed and precise specifications for data mart reports, ensuring management receives accurate, relevant, and actionable information.
  • Advisory and Compliance Support: Ability to provide guidance and support to regional personnel on standardized procedures, ensuring accurate and compliant maintenance of consumable inventory records.
  • Data Integrity Verification: Skills to systematically assess and verify the integrity and accuracy of data transferred between procurement/inventory systems and the data mart to ensure reliable reporting and analysis.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth. 
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • Analytical Thinking and Business Acumen: Strong analytical skills, effective communication, and foundational business understanding to support decision-making and organizational goals.
  • Public Sector Knowledge: Solid understanding of public sector policies, procedures, and accountability standards to ensure compliance and responsible operations.
  • Procurement Execution: Experience executing public procurement tasks with professionalism, accuracy, and attention to detail.
  • System Proficiency: Skills to effectively use WSDOT platforms to manage procurement and related business processes.
