Role Summary:

We are seeking a highly experienced Program Manager with deep expertise in managing large-scale public awareness, marketing, or advertising programs—particularly in regulated environments such as utilities (water, electric, gas), or state/local government agencies (e.g., Denver City & County, State of Colorado).

The ideal candidate is a strategic thinker, strong executor, and cross-functional team leader with a track record of managing complex campaigns in partnership with creative teams, media agencies, and public sector stakeholders.

This role will serve as the primary point of contact with stakeholders, lead the development and execution of marketing strategy, and ensure all program deliverables align with contract requirements and performance goals.

Key Responsibilities:

  • Lead the end-to-end execution of strategic marketing and education campaigns for utilities and government clients.

  • Oversee project timelines, budgets, deliverables, and performance reporting aligned with contract expectations.

  • Develop and manage stakeholder relationships, including internal teams, client agencies, media partners, and subcontractors.

  • Translate client objectives into actionable project plans, ensuring compliance with government procurement requirements, scopes of work, and KPIs.

  • Provide strategic input on campaign messaging, outreach tactics, and media planning, particularly for infrastructure or behavior change campaigns.

  • Utilize SOPs, scorecards, and performance dashboards to track impact and course-correct as needed.

  • Manage cross-functional teams including designers, media buyers, outreach specialists, and subcontracted partners.

  • Support data reporting, compliance documentation, and client presentations.

Minimum Qualifications:

  • Based in Denver, Colorado or surrounding area.

  • 7+ years of program or project management experience in marketing, communications, or public education.

  • 3+ years leading initiatives in the utility sector (e.g., water, energy, transportation) or with Denver/Colorado state or local government.

  • Demonstrated experience managing complex marketing programs, ideally involving media planning, creative production, community outreach, and public affairs.

  • Experience with government contracting, contract compliance, or performance-based marketing programs.

  • Exceptional communication, organizational, and stakeholder management skills.

  • Familiarity with public utility campaigns, or infrastructure education is a plus.

Preferred Qualifications:

  • PMP or Agile/Scrum certification

  • Experience with public utility entities

  • Experience supporting or leading campaigns with measurable outcomes (media impressions, public pledges, outreach events, etc.)

  • Prior engagement with projects involving infrastructure, environmental justice, or community-based outreach
