We are seeking a skilled Program Quality Analyst to help ensure that California self-direction programs run efficiently, meet regulatory requirements, and deliver high quality outcomes for participants. The Program Quality Analyst will serve as a key liaison among leadership, program coordinators, service providers and participants. They will analyze current workflows, define requirements for improvements, monitor performance metrics, and support data-driven decision making to enhance program effectiveness.
Duties & Responsibilities
Creates and manages a dashboard of CA progress towards revenue targets and accuracy of billing for RCM.
Creates reporting of service and administrative funds tied to all 21 Regional Centers (case management agencies) in California.
Implements procedures to reconcile funding variances between Regional Centers and PPL.
Coordinates with PPL internal teams to ensure necessary authorization is obtained and entered in the system.
Creates and analyzes reporting of eligibility and authorization paperwork for the operations teams to better inform payment timelines.
Audits and monitors administrative tiers in the PPL system for accurate and consistent payment.
Tracks progress of payment resolution and monitors outstanding issues that need to be escalated to the team.
Identifies gaps in administrative processes, presents solutions to the team for process improvement.
Generate performance metrics, dashboards, and reports to track program outcomes, service delivery, budget utilization, participant satisfaction, and compliance.
Research root cause of system or process errors that affect timeliness of enrollments and payment.
Collaborates internally to enhance programming for participants and stakeholders.
Required Skills and Abilities
Strong skills in Data Analysis: Excel, database queries, ability to work with data visualizations/dashboards.
Ability to analyze information, present information, and offer solutions based on findings.
Effective verbal and written communication; ability to translate between technical/data people and program/policy stakeholders.
Ability to work effectively in a team environment.
Ability to work independently with little supervision.
Ability to work with ambiguity, lead process change, and manage multiple priorities.
Ability to create tables, track information, and manipulate data.
Skills with tools like Power BI to create visual reports and dashboards.
Proficient in MS Office Suite.
Qualifications
Education: Bachelor's degree in in Business Administration, Social Service, Health Administration or Data Analytics or related field
Certifications in Business Analysis such as CBAP, PMI-PBA, or similar are a plus.
Experience: 3-5 years
Working Conditions:
Remote/Hybrid must support Pacific Standard Time. Full-Time Exempt position, some travel may be required.

Compensation range: $75,000-$93,500 annually
