Position Overview

K.L. Scott & Associates (KLSA) is seeking a highly skilled Project Manager / Expert Financial Analyst will serve as the primary point of contact and senior technical authority for supporting federal and public sector client CFOs. This role will oversee Independent Verification and Validation (IV&V) reviews of credit subsidy models across multiple loan programs, including 7(a), 504 CDC, Disaster Assistance, Secondary Market Guarantee, and Paycheck Protection Program loans. The position requires a senior professional with deep expertise in financial modeling, econometric analysis, and compliance with the Federal Credit Reform Act (FCRA), capable of both leading project delivery and contributing technically to model review, testing, and validation.

Key Responsibilities

Project Management & Leadership

  • Act as the main liaison between our federal client and the contractor team, ensuring compliance with project requirements and timely delivery of all IV&V reviews and reports. 
  • Supervise, direct, and coordinate the work of contractor personnel, ensuring quality, consistency, and adherence to contract milestones. 
  • Oversee project schedules and deliverables, ensuring alignment with budget and financial statement reporting deadlines. 
  • Ensure continuity and stability of contractor workforce supporting the project.

Technical & Analytical Functions

  • Lead the testing, validation, and review of credit models, ensuring accuracy in methodology, inputs/outputs, operations, and documentation. 
  • Develop and implement parallel validation tools to independently test loan cash flows, repayment, prepayment, default, recovery, and expense forecasts. 
  • Critically review model methodologies and propose enhancements in line with industry best practices, econometric standards, and federal credit modeling guidance. 
  • Assess risks, identify errors, and recommend corrective actions to improve model integrity and operational efficiency.
  • Prepare comprehensive IV&V reports summarizing findings, deviations, and recommendations for senior management, OMB, and financial statement auditors. 
  • Provide expert advice on credit risk modeling practices, budget formulation, and re-estimate processes to support our federal client’s unqualified financial statement audit opinion.

Required Qualifications

  • Advanced degree (Master's or PhD) in Finance, Economics, Statistics, Applied Mathematics, or related field.
  • Minimum of 10 years of professional experience in financial analysis, econometric modeling, credit subsidy modeling, or related fields.
  • Demonstrated expertise in federal credit programs, FCRA compliance, and loan program subsidy estimation.
  • Strong knowledge of statistical software and modeling platforms, including SAS and Microsoft Excel (with VBA).
  • Proven experience managing multidisciplinary teams and serving as a working project manager.
  • Exceptional communication skills with the ability to present complex financial analyses to senior federal officials, auditors, and stakeholders.
  • Ability to work onsite in Washington, D.C. with clients.

Preferred Qualifications

  • Experience with SBA loan programs (7(a), 504 CDC, Disaster, SMG, PPP) or similar federal loan programs.
  • Familiarity with OMB budget submission processes and federal financial statement audit requirements.
  • Prior federal consulting or contractor experience supporting financial model validation or IV&V reviews.
