Camp Murray, WA

This recruitment is open until filled with application screening beginning the week of July 14, 2025. Application screening will be ongoing until the position is filled. 

Reporting to the Deputy Chief Financial Officer (Budget Manager), this position serves as the agency's expert for the creation, management, and oversight of the capital and operating budget, including the physical management of the agency and capital budget systems.

This is a civilian position and does not require military service affiliation.

Duties


Responsibilities include:

  • Support the Chief Financial Officer and Deputy Financial Officer in developing the agency's operating and capital budget requests.  
  • Assist Division Directors and agency leadership with budgetary management and fiscal decision making.  
  • Develop agency spending plans (allotments) in accordance with operating and capital budget. 
  • Support the Finance Division in the management of internal controls for the agency.
  • Respond to requests and proposals from the Legislature and Office of Financial Management, including drafting and reviewing fiscal notes.

Qualifications


REQUIRED QUALIFICATIONS 

  1. Bachelor's degree in business administration, public administration, finance, accounting, economics, statistics, or related field, AND
  2. Four years of professional level experience in financial management (accounting, budgeting, grants, and/or contracts), or program analysis.  

Additional professional level experience in the above fields will substitute for the education requirement on a year-for-years basis.  A Master's degree or Ph.D. in a financial related field will substitute for up to two years of the experience requirement.  

DESIRED QUALIFICATIONS 

Experience:
  • Five years of progressively responsible experience in budgeting, accounting, business, public administration, and/or financial management. 
  • One year of lead and/or supervisory experience.
Knowledge of:
  • Office of Financial Management (OFM) rules related to budgeting. 
  • State Administrative and Accounting Manual (SAAM) guidelines. 
  • Statewide systems such as the Agency Budget System (ABS), Capital Budget System (CBS), Enterprise Reports (ER), Agency Financial Reporting System (AFRS), Web Intelligence, The Allotment System (TALS), Fiscal Note System (FNS), Capital Asset Management System (CAMS), Facility Portfolio Management Tool (FPMT). 
  • Generally Accepted Accounting Principles (GAAP). 
  • Legislative processes. 
Skills and Abilities to:
  • Query financials databases.  
  • Interpret and apply complex state and federal rules as they relate to financial management.
  • Use Microsoft Office Suite (including Word, Excel, PowerPoint, Outlook, SharePoint, or similar software) to develop complex documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.  


CONDITIONS OF EMPLOYMENT


Background Investigation: Must successfully complete the appropriate background checks required for employment.  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.


Union Shop Provision: This position is non-represented and will follow the provisions of the Washington Administrative Code (WAC).    


Driver's License:

  1. Valid to drive in the State of Washington. 
  2. Must meet requirements of the REAL ID Act.  This is required for base access and will be required upon hire.  

Military Facility: Willingness to work on a Military Controlled Access Installation.  
Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation.  Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01).  This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification. 

Work Hours: The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off.  The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm.  

Telework: This position is eligible for telework.  The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference.  Reporting to the workstation for work activities and meetings will be needed.  

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Limited travel may be required.  This may include overnight stays.
