The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Supervising Detention Officer at the Probation Department. In addition to this job opportunity, the eligible list that is established as a result of this recruitment will be used to fill vacancies in this class as they become available.

THE POSITION
This is a peace officer classification under Section 830.5 of the California Penal Code with powers of arrest relative to probationers by Section 835 of the California Penal Code.  All incumbents are issued and required to carry chemical agents while carrying out the primary functions of their employment. Under direction, supervises, assigns, reviews and participates in the work of staff in the Juvenile Detention Facility (JDF), Alternative Sentencing Program and/or the Transportation Division; participates in the institutional care and custody of a group of youth at the JDF, including limited counseling and treatment and transportation of youth; ensures the safety and security of youth; and, coordinates programmatic activities and ensures compliance with applicable federal, state and local laws, rules and regulations.
 
This is the first level supervisory class in the Detention Officer series. Incumbents are expected to work under minimal management supervision and instruction, and to exercise considerable independent judgment and initiative while supervising and coordinating the work of staff performing tasks related to the oversight of youth in the JDF or within the Alternative Sentencing Program or Transportation Division.
 
Incumbents in this class report to the Superintendent of the Juvenile Detention Facility or other management personnel. This class is distinguished from the higher class of Assistant Superintendent in that the latter is the management class responsible for assisting in the planning, organizing and management of the JDF and/or Alternative Sentencing Program/Transportation Division. This class is further distinguished from the lower class of Senior Detention Officer by the regular, continuous performance of the full range of supervisory duties.
 
Incumbents are required to carry chemical agents while performing the primary function of their employment.  Some departmental assignments require that incumbents carry firearms at the direction of the Chief Probation Officer. In addition, positions assigned the function of youth transportation shall be required to carry a firearm. Incumbents must be willing to work irregular hours, shifts, weekends, holidays and may be required to work longer than their regularly scheduled shift to respond to emergencies and/or departmental needs.

Employment Standards

MINIMUM QUALIFICATIONS
Education:  Completion of 60 semester units (or 90 quarter units) from an accredited college or university with major course work in the behavioral or social sciences such as psychology, sociology, criminology or closely related field; AND

Experience: One (1) year of professional full-time experience in a class comparable to that of Senior Detention Officer or Senior Deputy Probation Officer in Yolo County service; OR

Two (2) years of professional full-time experience in a class comparable to that of Detention Officer II or Deputy Probation Officer II in Yolo County service or another County Juvenile Detention Facility or State Youth Authority Agency.
 
Background Requirement: Incumbents in this classification are designated as peace officers in accordance with Section 830.5 of the California Penal Code.  As such, the applicant must meet the standards stipulated in Sections 1029-1031.5 of the Government Code, which include the following:

  • Except under special circumstances shall not have been convicted of a felony in this state or any other state or federal jurisdiction, or of any offense in any state or in any federal jurisdiction which would have been a felony if committed in this state.  (Section 1029, California Government Code).
  • Shall have good moral character, as determined by a thorough background investigation. (Section 1031, California Government Code).
  • Through examination by medical and psychiatric professionals, found to be free from any physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer.  (Section 1031, California Government Code).
  • Be a citizen of the United States.  (Section 1031.5, California Government Code).
Special Requirements:
Incumbents must have successfully completed:

  • A California Board of State and Community Corrections (BSCC) approved PC 832 Arrest, Search, and Seizure 40 hour Course; AND
  • The Juvenile Corrections Officer Core Course approved by the BSCC which consists of a minimum of 160 hours of instruction prior to appointment; AND
  • The Supervisor Core Course approved by the BSCC which consists of a minimum of 80 hours of instruction within the first year of appointment, with 40 hours of certified annual update training completed each year thereafter.
  • These requirements shall continue for as long as the Probation Department participates in the State's Standards and Training for Corrections (STC) program.
  • All incumbents are required to attend training as prescribed by the Department, which may include Management of Assaultive Behavior, Use of Force, Use of Restraints, First Aid/CPR, Chemical Agents, and/or legally mandated training related to Firearms and Taser.
  • Incumbents authorized to carry firearms shall meet the training requirements and quarterly qualifications set forth in the California Penal Code and overseen by POST Program for firearms.
License:  Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Some positions in this class may require the incumbent to possess a Class B California driver's license. Screening for Best Qualified
The supplemental questions are designed to elicit specific information regarding a candidate’s experience, education, and training. Verification of Education
Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.

For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency.  Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:
 
1. A written statement from a U.S. accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
 
2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
 
Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination.
