Position & Salary
The Attorney General’s Office is recruiting for a full-time Training and Development Manager (WMS Band 2) in the Human Resources Division. This position is located in Olympia, Washington, and is not union-represented.

Salary range: $96,706 - $130,320 annually

The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

About the Training and Development Manager Position & Essential Functions 
In this position you will develop and manage the office-wide Human Resources Development Program and supervise three employees of the Training and Development Unit. You will be responsible for a host of leadership, organizational, and employee development activities for attorneys, administrative, and professional staff. You will ensure program compliance with laws, regulations, and policies regarding required training and will oversee the in-house Continuing Legal Education (CLE) program for Assistant Attorneys General. Additional responsibilities will include developing curricula including technical, supervisory, leadership, and diversity courses.

The Training and Development Manager serves as the AGO’s expert on training advice, direction, and long-range strategic decisions for training planning and implementation. As part of this role, your responsibilities will include:

  • Assessing training and development needs throughout the office. Devising what training will be provided in collaboration with office-wide training committees.
  • Ensuring the development, design, planning, scheduling, and deployment of continuing legal education (CLE) programs meet the requirements of the Washington State Bar Association (WSBA)
  • Overseeing the operations of four office-wide training committees and personally serving on the attorney and manager training committees. 
  • Designing, developing and facilitating training, including teaching others to develop and conduct training. 
  • Coaching, mentoring and counseling employees at all levels of the organization to enhance organizational effectiveness and health. 
  • Serving as co-chair of the professional staff mentor programs. 
  • Managing the AGO Scholarship Fund and AGO tuition reimbursement program and preparing reports for the Core Leadership Team as requested. 
  • Collaborating with executive leadership, including Deputy Attorneys General who have responsibility for various aspects of the training program, as well as chairs of various training committees, to prioritize and gain support for plans to meet training needs.

The Human Resource Office (HRO) supports the mission of the AGO by providing a dynamic range of human resources-related programs and services to managers, employees, and candidates for employment. Required Education & Experience
A minimum of four years of supervisory or management experience with demonstrated proficiency in human resource management. Additionally, the following competencies are required:

  • Customer Focus: Builds and maintains customer satisfaction with the services offered.
  • Facilitation/Teaching: Effectively communicates information for the purpose of having others learn, understand, and apply specific principles, techniques, or information.
  • Human Resource Management: Skilled in consulting and managing teams. Knowledge of labor law, risk management, principles of human resource management, workforce development and policy development analysis.
  • Performance Management: Strong knowledge of managing employee performance. Demonstrated ability to drive operational performance metrics through the organization, establishing accountability at all levels.
  • Program Development: Skilled in training design, development, and facilitation.
  • Project management: Ability to plan and manage projects, processes, and programs to achieve results.
  • Results Orientation and Initiative: Focuses on results, desired outcomes, and how to best achieve them.
  • Technical Skills: Highly developed software skills, including proficient use of Word, Excel, PowerPoint, and Outlook.


Preferred Education & Experience of Our Ideal Candidate

  • Education: Bachelor’s degree in HR, social sciences, public administration, business administration, organizational development, education, or related field.
  • Legal Office Experience: Experience working in a law office, engaged in the day-to-day processes of technical legal work
  • Professional Certification: Training or human resources certifications, such as CPLP, APTD, SPHR, PHR, CP or SCP.
  • Software Skills: Experience using web-based conferencing tools such as WebEx or GoToMeeting in a training environment
  • Training Certifications: Qualified to facilitate established curricula, such as Power of Opposite Strengths, Crucial Conversations, Crucial Accountability, Respect in the Workplace, or Situational Leadership
  • Washington State Experience: Senior-level management experience, including responsibilities for legislative activities, budgeting, and/or HR management
  • Workforce Development: Experience developing and/or managing comprehensive organizational development and training programs
