JOB TITLE: HP Specialist Level 3 - CSCS Domain Lead 

 

GOVERNMENT AGENCY & LOCATION: 

Eglin AFB, FL 

 

POSITION TIMING: Immediate hire upon Contract Award and completion of all background and security investigations.  Candidates must be willing to sign a Letter of Intent for submission with their resume. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

The responsibilities include, but are not limited to: 

  • Serve as senior subject matter experts (SMEs) for the following Human Performance (HP) domains: Cognitive, Dietetics, Strength & Conditioning (S&C), and Physical and Soft Tissue Therapy (See Table 3).  

  • Have specialized expertise and relevant KSAs in their assigned domain, and shall be responsible for overseeing standardization, implementation, and continuous improvement within their respective domains across all CRAFT sites. 

  • Support the CRAFT Program Director in planning, scheduling, executing, and validating HP program activities within their domain, ensuring effectiveness and alignment with aircrew training requirements. 

  • Provide domain-specific technical expertise and guidance for the development, implementation, and sustainment of curriculum, interventions, assessments, and deliverables that align with CRAFT goals and Air Force standards. 

  • Design, deliver, and maintain instructor onboarding and qualification training courses for new personnel within their domain. Ensure all curriculum is current, evidence-based, and aligned with operational demands. Submit recommended updates to the CPMs at least annually. 

  • Collaborate with CRAFT specialists throughout the program for assistance in creation of content and delivery of this course as needed. 

  • Lead quarterly synchronization calls with domain-specific SMEs across CRAFT locations to ensure program standardization, gather feedback, and promote continuous quality improvement. Summarize and submit findings to the CPMs. 

  • Track domain-specific projects and initiatives using project management software (e.g., Microsoft Planner) on NIPR, ensuring transparency and sharing project boards with the CRAFT Program Office and CPM team. 

  • Identify and recommend process improvements and capability enhancements within their domain to improve training effectiveness, injury prevention, and operational readiness. 

  • Participate in the development and refinement of POAMs, requirements documentation, and program expansion initiatives, in coordination with the Curriculum Coordinator, PASO, and CPMs. 

  • Provide domain-specific support for research initiatives, data interpretation, and evaluation of HP program effectiveness as requested by the CRAFT Program Office.  

  • Oversee and maintain Contractor access to domain-specific platforms and tools (e.g., InBody, VALD, cognitive assessment software), and ensure alignment with CRAFT data management policies and analysis efforts. 

  • Represent their domain at the annual Aircrew Human Performance Summit and during other Government-scheduled planning, evaluation, or coordination events. Attend, assist with planning, and present at as requested annual summit, CRAFT trainings, and DV visits. 

  • Attend CRAFT Program Office All Calls and Leadership Sync meetings to coordinate enterprise-wide actions and ensure alignment between domain-specific and overall program objectives. 

  • Travel to CRAFT and flying training locations, including those without established programs, and to aircrew TDY events as needed to support training delivery, standardization, or program implementation. 

  • Adhere to the Violence and Self-Harm Reporting Policy and ensure all team members in their domain are familiar with and follow this guidance as outlined in the CRAFT CONOPs. 

  • All newly assigned DLs shall complete the applicable CRAFT Qualification Course for their domain prior to executing program responsibilities. 

  • Comply with all required training and conduct policies outlined in the CRAFT CONOPs, including but not limited to the Violence and Self-Harm Reporting Policy, CRAFT Program Familiarization, DOD/DISA Information Systems Policy, HPO Inappropriate Relationships and Harassment Training and Acknowledgement, CRAFT Personally Identifiable Information (PII) Training, and the CRAFT social media Policy. 

  • Maintain a comprehensive personal record of all completed required personal licensures/certifications and CRAFT-required training events and acknowledgments as outlined in the CRAFT CONOPs. This includes documentation of training completion dates, signed acknowledgments for policies (e.g., HPO Inappropriate Relationships and Harassment, DOD/DISA Information Systems, social media, Violence and Self-Harm Reporting, and PII), as well as completion dates for the CRAFT Program Familiarization and the CRAFT Instructor Qualification Course for each Contractor at assigned sites. Records shall be readily available for Government inspection upon request. evaluation of HP program effectiveness as requested by the CRAFT Program Office. 

 

QUALIFICATIONS: 

  • Secret clearance required. 

  • Minimum of seven (7) years' experience providing Human Performance services (e.g., cognitive training, performance nutrition, strength and conditioning, physical therapy, or soft tissue therapy) to tactical aviation populations or high-performance DoD operational communities. 

  • 2+ years of leadership and management experience with efforts of similar size and complexity. 

 

EDUCATION: 

  • Master's or Doctoral degree in a field related to Human Performance, such as Exercise Science, Kinesiology, Physiology, Biomechanics, or a related field. 

  • License and/or certification from a nationally recognized organization in a relevant HP discipline (e.g., NSCA, ACSM, NASM) demonstrating competency in Human Performance. 

  • Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training. 

  • Certificate or graduate degree in a field related to managing personnel and resources. CAPM or PMP cert preferred.
