Job Title: Program Manager (1099 Contractor)


Location: Remote with 25% travel to government sites
Clearance Required: Secret (TS/SCI eligible preferred, DIA Adjudicated preferred)
Duration: Temporary Contract – 6 months with contract extension option
Pay Type: 1099 Contractor
Reporting to: Director, Programs and Compliance
Management Duties: Team of 2
Compensation: DOE


Overview:
We are seeking an experienced IT Program Manager to oversee and lead a multi-site network enhancement and modernization initiative supporting a Federal customer. The ideal candidate will have deep expertise in program and task order management, IT infrastructure deployments, and stakeholder communication across the federal landscape.


Essential Functions:

  • Serve as the primary point of contact for government stakeholders, and liaison between the Government and the Four Inc. team
  • Oversee IDIQ and lead all Task Order (TO) activities and ensure compliance with scope, cost, and schedule
  • Oversee development and execution of the Task Order Management Plan and Logistics Plan
  • Develop and maintain an Integrated Master Schedule (IMS) which is updated weekly, coordinating cross-functional teams to ensure critical path activities and cross-site dependencies remain on track
  • Oversee project planning, including a comprehensive Pre-Engineering Analysis to ensure technical readiness, scope clarity, and execution alignment prior to survey and installation activities
  • Implement and monitor controls for cost, schedule, and performance
  • Manage program staffing levels and ensure contractor performance meets quality standards
  • Submit all contract deliverables (e.g., Monthly Status Reports, IMS, Weekly Activity Reports)
  • Prepare and present onsite briefings, agendas, and meeting documentation
  • Coordinate all site access and travel, including clearance and security support, in partnership with Four’s FSO team
  • Other duties as assigned


Required Qualifications:

  • Bachelor's degree in an IT-related field or equivalent experience
  • 5+ years of IT program management experience in federal government contracting
  • PMP certification, ITIL Foundations certification, DoD 8140 certification or equivalent required
  • Active Secret clearance (TS/SCI eligible preferred, Defense Intelligence Agency (DIA) Adjudicated or capable of reciprocal acceptance by DIA)
  • Proven experience managing large-scale IT implementation projects
  • Demonstrated advanced knowledge in planning, directing, and managing projects/operations
  • Familiar with PMO frameworks and CMMI Maturity Level II requirements
  • Experience in procurement of IT hardware
  • Strong written and verbal communication, including a bias for proactive communication
  • Excellent stakeholder relationship management – a collaborative mindset with cross-functional teamwork skills
  • Ability to manage, lead, and coach junior team members
  • Time management and ability to prioritize competing demands
  • Ability to work independently and take initiative
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Comfortable with digital collaboration tools (e.g., Teams, SharePoint, Zoom)
  • Experience with project/task management platforms (e.g., Asana, Jira, Monday, Microsoft Project)


Physical Requirements:

The work is generally sedentary and performed in an office or remote setting; however, some travel to government or partner sites may be required. The position may require:

  • Visual acuity to view computer screens, read technical documents, and perform data analysis
  • Ability to sit or stand for extended periods
  • Manual dexterity sufficient to operate a keyboard, mouse, and other office equipment
  • Occasional lifting or carrying of equipment, boxes, or documents (typically under 25 lbs)
  • Ability to hear and speak clearly in virtual and in-person meetings
