BIE Facilities 

TASK ONE: SUBJECT MATTER III- PROJECT ENGINEER- TEAM LEADS 1.1 Required knowledge: Knowledge of the fundamental engineering principles, concepts and practices, which constitute the core of knowledge acquired by a Bachelor degree in engineering. The position also requires a comprehensive knowledge of project management of construction and renovation work from planning, design to construction and closeout. Must have knowledge of project management with cost and schedule principals, coordinate with other engineers and construction project managers, and be able to assist DFSM staff in planning, executing, and closing out projects. 1.2 Tasking, duties, and responsibilities This position will serve as a Lead Project Engineer and Project Manager. In this capacity, the incumbent will coordinate with the Division Chief, Branch Supervisor and other Branch of Facility Management staff to plan the projects for maintenance, repair and renovation work at 183 schools nationwide. The position is responsible for planning and managing the site assessments, project plans, project management for any repair, renovation or construction of school facilities and related infrastructure, and leading the contracted team. This task requires using technical engineering knowledge to make recommendations for solution of problems concerned with maintenance, repairs, renovations, upgrades and construction of BIE facilities. The contractor shall monitor and track progress of maintenance and construction projects and provides routine reports of accomplishments to appropriate officials and offices. To assist with improving services while maintaining regulatory compliance, the contracted personnel shall also perform the following specific duties: 1. Implements appropriate oversight and management controls and procedures to improve the quality of services and ensure compliance with laws, regulations, rulings, policies, and standards applicable to Indian Affairs (IA). Incumbent assures that supporting project managers are aware of program mission and goals, objectives, standards and applicable controls. The incumbent advises and assists with the development, review, and evaluation of program and supporting project and project manager performance in accordance with established performance standards. 2. Ensures that schedules, inspections, materials, methods, and equipment used in planning, design and construction are appropriate and timely. 3. Provides critical input to the DSFM Strategic Plan, including development and review of Five-Year Deferred Maintenance and Capital Improvement Plans. 4. Uses industry standard and as necessary advises and assists with the development of processes and procedures to ensure that SA-CI projects comply with Health and Safety, construction codes, building codes, and other federal requirements. 5. Developing project management plans and fiscal phases and schedules; providing preliminary project budget estimates in accordance with Project Management 7 Institute standards and best practices, and Department and OMB guidance on cost estimating. 6. Develop plans and conceptual design solutions for renovations and improvements to facilities. Evaluates and recommends potential solutions renovations and improvements of existing facilities. 7. Reviews proposed sites for a project, evaluates, and makes recommendations as to adequacy with regard to topography, subsurface conditions, utilities such as water, sewer, gas, electric power and heating systems, and development costs, and other factors 8. Advises and assists with the development of policy, procedural and regulatory program guidance applicable to assigned programs and development of Standard Operating Procedures. 9. Evaluates, as necessary, designs for conformance to established programs of requirements, codes and standards compliance, energy efficiency, constructability, and overall functionality. In coordination with assigned project managers, consults with stakeholders and makes all required corrections and changes to the design as determined to be necessary. 10. Ensures assigned engineers and project managers collaborate with Federal and Tribal clients to ensure cultural, socioeconomic, demographic and technical considerations, as well as aesthetic, engineering, and cost considerations are accounted for throughout the lifecycle of each project. 11. Provides regular Program Status Reports and Financial Reports for all projects. 12. Monitors project manager execution and as required directly manages DesignBid-Build, Design-Build, Construction Management At Risk or other projects. Specific duties may include oversight of; Architectural and engineering (A/E) statements of work, Project schedules, cost estimates, and budgets, Technical reviews of designs, shop drawings, and specifications, Contractor performance to ensure conformance with contract provisions and standards, and Contractor requests for modification. 13. Reviews proposed sites and evaluates adequacy for projects with regard to topography, subsurface conditions, utilities such as water, sewer, gas, electric power and heating systems, and development costs, and other factors. Oversees the development and review of construction documents to detail the project structure, mechanical and electrical systems, materials, and specifications describing material, equipment, and workmanship. Ensures archaeological, historical preservation, environmental, and other clearances are obtained prior to design and construction. 14. Leads meetings with team members on projects and accountable for accomplishment of events, milestones, tasks and action items of action plans associated with programs, projects, functions, and work assigned to the SAC-IP, to assure they understand contents of action plans and to determine status of progress. 15. Adjusts action plans or work schedules as necessary to address problems or unforeseen events. Provides training, materials, supplies, equipment and services as necessary for staff to perform their assignments. 16. Performs onsite inspections and evaluations of physical facilities nationwide to determine actual condition of existing buildings; their functional adequacy; compliance to code requirements, including life safety, health, handicap, energy 8 conservation and environment; and examines existing facilities, utilities and site for renovation, reuse or functional modifications. If specialize inspection is required, must develop scope, quality control plan, inspection requirements for contracting services. 17. Create, and train other school personnel in creating, Deferred Maintenance Work Orders (DMWO) in Maximo. DMWOs shall be created in accordance with established quality standards. 18. Facilitate project meetings to keep project on schedule and stakeholders informed. Provide weekly updates on projects with reports that show schedule and cost variance.
