Position Summary

We are seeking a Senior Manager of Government Affairs to lead and implement our public policy strategy at the state level, with a particular focus on California. This role serves as Illumina’s primary liaison to legislative bodies, policymakers, and industry groups, advocating for our mission and promoting a favorable business environment. The ideal candidate will demonstrate exceptional policy analysis, relationship-building, and advocacy capabilities, backed by strong healthcare policy knowledge.


Key Responsibilities

Legislative & Policy Strategy

  • Plan and direct state-level public policy objectives, especially in California.
  • Analyze proposed legislation and regulations to assess business impact.
  • Develop internal positions and lead external advocacy for or against policy proposals.
  • Craft briefings, testimonies, and thought leadership content.

Advocacy & External Relations

  • Serve as primary liaison to state legislators, policymakers, and industry partners.
  • Educate policymakers and influence state government decisions in alignment with Illumina’s goals.
  • Manage external consultants and government affairs resources.
  • Support executive involvement in government forums and policy discussions.

Cross-Functional Collaboration

  • Align public policy strategy with business unit priorities.
  • Engage subject matter experts and internal stakeholders to support policy initiatives.
  • Manage high-profile meetings and events with government officials.

Coalition & Stakeholder Engagement

  • Represent Illumina on industry coalitions, task forces, and national associations.
  • Lead or participate in third-party advocacy efforts and public-private partnerships.
  • Develop relationships with payer groups, providers, clinical research institutions, and patient advocacy organizations.

Qualifications

Required

  • 12+ years of relevant experience in government relations, public policy, or legislative affairs.
  • Bachelor’s degree (Advanced degree preferred: MA, MS, JD, PhD, or MBA).
  • Deep knowledge of state legislative processes and regulatory compliance.
  • Demonstrated success influencing public policy outcomes.
  • Proven ability to develop and communicate compelling policy positions.
  • Experience with healthcare policy and legislative analysis.
  • Ability to travel to Sacramento and San Diego HQ quarterly or as needed.

Preferred

  • Strong business acumen and understanding of health equity and innovation issues.
  • Experience working with senior leadership, legislators, and regulatory agencies.
  • Excellent written, verbal, and presentation communication skills.
  • Strategic thinker who can manage multiple priorities and work cross-functionally.
  • Comfortable operating in fast-paced, politically complex environments.

Compensation & Benefits

  • Base Salary Range: $152,600 – $228,800 (based on qualifications, location, and market data)
